Abstract
Manajemen sumber daya manusia dalam suatu organisasi sangat berkontribusi dalam membantu meningkatkan mutu suatu organisasi. Untuk meningkatkan mutu suatu organisasi dibutuhkan pegawai yang memiliki kedisiplinan kerja yang tinggi. Salah satu faktor yang mempengaruhi tingkat kedisiplinan kerja pegawai disuatu organisasi adalah pengawasan yang dilakukan oleh pimpinan. Penelitian ini bertujuan untuk mendeskripsikan pengawasan pimpinan dalam upaya meningkatkan kedisiplinan kerja di Dinas Pengendalian Penduduk dan Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak (DP2KBP3A) Kota Pontianak. Metode penelitian yang digunakan adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Hasil dari penelitian ini diketahui bahwa pengawasan pimpinan dalam upaya meningkatkan kedisiplinan kerja di Dinas Pengendalian Penduduk dan Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak (DP2KBP3A) Kota Pontianak kurang dilaksanakan secara maksimal. Hal ini dilihat dari pembandingan pelaksanaan kegiatan dengan standar yang masih terjadi penyimpangan. Adanya pegawai yang melakukan pelanggaran kerja seperti memanipulasi data absensi, pegawai yang terlambat masuk kantor, pegawai yang tidak lengkap dalam menggunakan atribut kerja, pegawai yang memperpanjang jam istirahat, dan pegawai yang terlihat bersantai di waktu jam kantor. Hal tersebut disebabkan karena pengawasan pimpinan yang longgar, pimpinan yang melakukan pembiaran terhadap para pegawai, pelaksanaan evaluasi yang tidak sesuai dengan jadwal yang sudah ditetapkan dan pimpinan masih menerapkan hukum kekeluargaan. Human resource management in an organization greatly contributes to the improvement of the quality of an organization. Improving the quality of an organization requires employees with high work discipline. One of the factors that affects the level of employye work discipline in an organization is the supervision carried out by the leadership. This research aims to describe leadership supervision in an effort to improve work discipline at the Office of Population Control and Family Planning, Women's Empowerment and Child Protection (DP2KBP3A) of Pontianak City. The research method used is descriptive research with a qualitative approach. The data collection techniques used were observation, interviews and documentation. The results of this research showed that leadership supervision in an effort to improve work discipline in the Office of Population Control and Family Planning, Women's Empowerment and Child Protection (DP2KBP3A) of Pontianak City has not been implemented optimally. It was indicated by the comparison of the implementation of activities with standards where deviance still occurced. There were employees who committed work violations such as manipulating attendance data, employees who were late for work, employees with incomplete work attributes, employees who extended break hours, and employees who lingered around during office hours. This is due to loose leadership supervision, leaders who neglect employees, implementation of evaluations that is not in accordance with a predetermined schedule and leaders who carry out regulation perfunctorily.
