Abstract

Penelitian ini membahas hasil dari Evaluasi Program Pendewasaan Usia Perkawinan di Kelurahan Sungai Jawi Kota Pontianak. Identifikasi masalah penelitian ini yaitu tingginya angka pernikahan dini bagi remaja dan belum maksimalnya hasil dari fakta nilai PUP dalam menurunkan angka pernikahan dini di Kelurahan Sungai Jawi. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan Teori Dunn (Dunn 1998,608-609) yang menghasilkan tuntutan-tuntutan bersifat evaluatif, mempunyai sejumlah karakteristik yang membedakan dari metode-metode lainnya yaitu : 1). Fokus Nilai; program PUP penting bagi masyarakat, memberikan manfaat kepada masyarakat, memiliki tujuan untuk mengurangi pernikahan dini, serta sasaran berupa remaja dan orang tua yang memiliki remaja. 2). Interdepedensi Fakta-Nilai; program PUP merupakan rekomendasi sehingga banyak masyarakat yang kurang mengikuti ditambah tidak ada larangan tegas, selain itu kurang adanya pengawasan yang jelas dari dinas terkait. 3). Orientasi Masa Kini dan Masa Lampau; program PUP menunjukkan angka positif dilihat dari angka kelahiran, perubahan di masyarakat sebelum dan sesudah adanya program PUP, tidak adanya data untuk mengukur keberhasilan program, dinas terkait memiliki beberapa rencana untuk membentuk kelompok supaya mensukseskan program PUP. 4). Dualitas Nilai; tujuan yang ingin dicapai oleh stakeholder sudah sesuai anjuran dinas pusat, dapat lebih efektif jika dilakukan langsung oleh keluarga. Saran penelitian Undang-Undang No. 52 Tahun 2009 Tentang Perkembangan Kependudukan dan Pembangunan Keluarga. Pasal 21 dengan membantu calon atau pasangan suami istri mengambil keputusan dan mewujudkan hak reproduksinya secara bertanggung jawab tentang (1) Usia Ideal Menikah. This study discusses about the result of the Evaluation of the Marriage Age Maturation (PUP) Program in Decreasing the Rate of Early Marriage for Youth in Sungai Jawi Subdistrict of Pontianak City. The research problem identification was the high number of early marriages for adolescents and the results of the fact that the PUP value is not optima yet in reducing the number of early marriages in Sungai Jawi Subdistrict. This study used a descriptive research design with a qualitative approach. This study also used Dunn’s theory (William N. Dunn 1998, 608-609) which generated evaluative claims and had a number of characteristics that distinguished them from other methods, namely Value Focus, Fact-Value Interdependence, Past and Present Orientation, and Value Duality. The results showed that the PUP program was important for the community, provided benefits to the community, aimed to reduce early marriage, and targetted teenagers and parents who had teenagers. Secondly, the PUP program was a recommendation so that many people did not follow it, plus there were no strict prohibitions, besides that there was a lack of clear supervision from the relevant ii agencies. Thirdly, the results of the PUP program showed a positive number seen from the birth rate, changes in society before and after the PUP program, as well as the absence of data to measure the success of the program and the relevant agencies had several plans to form groups in order to make the PUP program a success. Lastly, the results also showed that the goals to be achieved by stakeholders were in accordance with the recommendations of the central office, it could be more effective if it was done directly by the family. The researcher suggests according to Law Number 52 of 2009 Article 21 on the Population Development and Family Development to help prospective or married couples make decisions and actualize their reproductive rights responsibly regarding the Ideal Age for Marriage.
