Abstract

Penelitian ini berjudul “Peran Pemerintah Kota Pontianak dalam Pemberdayaan Usaha Mikro Kecil dan Menengah (UMKM) di Kampung Wisata Tenun Khatulistiwa”. Tujuan penelitian ini adalah mendeskripsikan peran Pemerintah Kota Pontianak dalam memberdayakan UMKM di Kampung Wisata Tenun Khatulistiwa. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Subjek dalam penelitian ini terbagi menjadi 2 (dua) unsur Perangkat Daerah yaitu Dinas Koperasi, Usaha Mikro Kecil Menengah dan Perdagangan serta Dinas Pemuda,Olahraga dan Pariwisata Kota Pontianak. Pengumpulan data pada penelitian ini dilakukan dengan cara wawancara, observasi dan dokumentasi, kemudian dianalisis menggunakan teori peran pemerintah menurut Blakley (Kuncoro, 2004) yaitu Pemerintah sebagai koordinator, fasilitator dan stimulator. Hasil penelitian menunjukkan bahwa: (1) Peran sebagai koordinator dilakukan dengan membentuk peraturan di level daerah tentang strategi pemberdayaan UMKM dan penetapan status Kampung Wisata Tenun Khatulistiwa. (2) Peran sebagai Fasilitator dilakukan dengan meningkatkan akses pasar, fasilitasi pengembangan usaha, dan fasilitasi akses permodalan. (3) Peran sebagai Stimulator dilakukan dengan pembangunan infrasturktur sarana dan prasarana dasar, promosi dan penjualan produk UMKM. Berdasarkan hasil penelitian peran Pemerintah Kota Pontianak secara aktif masih perlu ditingkatkan terutama dalam membangun kerjasama yang berkelanjutan dengan para stakeholder serta memiliki keterukuran luaran yang diharapkan. Kata Kunci: Peran Pemerintah, Pemberdayaan, UMKM This research is entitled "The Role of Pontianak City Government in Empowering Small and Medium Enterprises (SME/ UMKM) in the Tenun Khatulistiwa Tourism Village". The purpose of this study is to describe the role of the Pontianak City Government in empowering UMKM in the Tenun Khatulistiwa Tourism Village. This study uses a descriptive research method with a qualitative approach. The subjects in this study were divided into 2 (two) elements of the Regional Officers, such as the Cooperative, Micro, Small Medium Enterprises Trade Office and the Pontianak City Youth, Sports and Tourism Office. Data collection in this study was conducted by interview, observation and documentation. Then it was analyzed using the theory of the role of government proposed by Blakley (Kuncoro, 2004) such as the government as coordinator, facilitator and stimulator. The results of the study indicated that: (1) The role as coordinator is implemented by establishing regulations at the regional level regarding the strategy of empowering UMKM and determining the status of the Tenun Khatulistiwa Tourism Village. (2) The role as a facilitator is implemented by increasing market access, facilitating business development, and facilitating access to capital. (3) The role as a stimulator is implemented by building basic facilities and infrastructure, promoting and selling UMKM products. Based on the results of the research, the role of the Pontianak City Government still needs to be improved, especially in building sustainable collaboration with stakeholders and having the expected outcome measures. keyword: Government Role, Empowerment, Micro Small and Medium enterprises (MSMEs)
