Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Proses Implementasi Program Bantuan Langsung Tunai Dana Desa (BLT-Dana Desa) Masa Pandemi Covid-19 Tahun 2022 Di Desa Sungai Itik Kecamatan Sungai Kakap Kabupaten Kubu Raya. Penelitian ini menggunakan metode pendekatan kualitatif, dimana subyek penelitian adalah aparat pemerintah Desa Sungai Itik dalam hal ini adalah Kepala Desa, Badan Permusyawaratan Desa (BPD), dan Keluarga Penerima Manfaat. Hasil penelitian ini menunjukkan bahwa Implementasi Program Bantuan Langsung Tunai Dana Desa (BLT-Dana Desa) Masa Pandemi Covid-19 Tahun 2022 Di Desa Sungai Itik Kecamatan Sungai Kakap Kabupaten Kubu Raya dilihat dari 3 (tiga) aktivitas penting yang memengaruhi implementasi kebijakan yaitu 1) pengorganisasian tim pelaksana dan sumber daya manusia tidak berjalan optimal dikarenakan dalam pelaksanaan tugasnya masih terdapat tumpang tindih, 2) interpretasi yang dilakukan belum optimal ditandai dengan kurangnya pemahaman masyarakat terkait isi dan tujuan dari program Bantuan Langsung Tunai Dana Desa, 3) aplikasi tidak berjalan dengan optimal ditandai dengan tidak sesuainya penerapan pelaksanaan Bantuan Langsung Tunai Dana Desa dan masih adanya Keluarga Penerima Manfaat (KPM) yang tidak memenuhi kriteria sesuai dengan dengan ketentuan yang ada di dalam pedoman pelaksana. Saran diharapkan kepada Pemerintah Desa untuk lebih memperhatikan lagi bagaimana sumber daya, koordinasi dan komunikasi dalam pelaksanaan program BLT Dana Desa dengan melakukan pembenahan dilingkungan internal untuk mendukung ketersediaan sumber daya dan mengatur mekanisme pengawasan yang jelas terkait penyaluran Bantuan Langsung Tunai Dana Desa. This study aimed to describe and analyze the process of the implementation of the Village Fund Cash Transfer (BLT-Dana Desa) during the COVID-19 Pandemic in 2022 in Sungai Itik Village, Sungai Kakap District, Kubu Raya Regency. This study used the qualitative approach method, where the research subjects were the government apparatus of Sungai Itik Village in this case the Village Head, the Village Deliberation Agency (BPD), and the Beneficiary Families. The results of this study showed that the implementation of the Village Fund Cash Transfer (BLT-Dana Desa) during the COVID-119 Pandemic in 2022 in Sungai Itik Village, Sungai Kakap DIstrict, Kubu Raya Regency was seen from 3 (three) essential activities that influenced the policy implementation, specifically the organization of the implementation team and human resources did not run optimally because there were still overlaps in the implementation of their duties, the interpretation done had not been optimal which was marked by a lack of public understanding regarding the contents and objectives of the Village Fund Cash Transfer program, and the application did not run optimally which was marked by the inappropriate implementation of the Village Fund Cash Transfer and the existence of Beneficiary Families (KPM) that did not meet the criteria in accordance with the provisions in the implementing guidelines. The researcher suggests that the Village Government pays more attention to resources, coordination, and communication in the implementation of the Village Fund BLT program by making improvements in the internal environment to support the availability of resources and setting up a clear monitoring mechanism related to the distribution of Village Fund Cash Transfer.
