Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan faktor-faktor yang mempengaruhi Implementasi Kebijakan Pengembangan Kabupaten/Kota Layak Anak Pada Klaster Perlindungan Khusus di Kabupaten Kubu Raya. Permasalahan mengenai klaster perlindungan khusus ini diantaranya masih banyak terjadi kasus anak di Kabupaten Kubu Raya terkhusus di Kecamatan Sungai Raya, sehingga cukup menarik This study aimed to analyze and describe the factors that influenced the Implementation of the Child-Friendly Regency/City Development Policy in the Special Protection Clusters in Kubu Raya Regency. The problems regarding the Special Protection Clusters were that there were many cases of children in Kubu Raya Regency, especially in Sungai Raya District, so it was quite interesting to study. This study used a descriptive research design with a qualitative approach. The techniques of data collection were observation, interview, and documentation. This study used Van Meter and Van Horn’s theory which consisted of 6 variables that influenced the performance of the policy implementation, specifically the measurement and objective of policy, resources, implementer agent characteristics, attitude/tendency (disposition) of the implementers, inter-organizational communication, and economy, social and politic environment. The results of this study showed that the Regional Technical Implementation Unit of the Protection of Women and Children implementing the policy still had several obstacles, such as the performance done by the Regional Technical Implementation Unit of Protection of Women and Children had not been carried out in accordance with its provisions because human resources in the Regional Technical Implementation Unit of Protection of Women and Children were still lacking in terms of numbers and abilities. There were still many service support facilities in the Regional Technical Implementation Unit of Protection of Women and Children that were not yet available and the economy was a factor in the occurrence of cases of child violence. The researcher suggests that the implementers maximize their performance by increasing staff in the Regional Technical Implementation Unit of Protection of Women and Children and providing a special budget to meet service support facilities and socialization of special protection for children should be done more regularly. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif, sedangkan teknik pengumpulan datanya melalui observasi, wawancara dan dokumentasi. Dalam penelitian ini menggunakan teori dari Van Meter dan Van Horn, dalam teori tersebut terdapat 6 variabel yang mempengaruhi kinerja implementasi kebijakan yaitu: Ukuran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi, sikap/kecenderungan (disposition) dan lingkungan ekonomi, sosial dan politik. Hasil penelitian menunjukkan bahwa Unit Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak dalam mengimplementasikan kebijakan tersebut masih memiliki beberapa kendala seperti kinerja yang dilakukan oleh Unit Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak belum berjalan sesuai dengan ketentuannya karena sumber daya manusia di Unit Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak masih kurang dari segi jumlah dan kemampuan. Fasilitas penunjang layanan di Unit Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak masih banyak yang belum tersedia serta ekonomi menjadi faktor terjadinya kasus kekerasan anak. Adapun saran yang direkomendasikan peneliti, agar implementor memaksimalkan kinerjanya dengan menambah tenaga staff di Unit Pelaksanaan Teknis Daerah Perlindungan Perempuan dan Anak, disediakannya anggaran khusus untuk memenuhi fasilitas penunjang layanan dan sosialisasi perlindungan khusus anak harus lebih rutin dilakukan.
