Abstract

Permasalahan dalam penelitian ini adalah rendahnya kesadaran masyarakat dalam menyikapi aturan mengenai jadwal pembuangan sampah yang telah ditetapkan. Hal ini dibuktikan dengan adanya tumpukan sampah di luar tempat pembuangan sementara (TPS) dan masih ada masyarakat yang membuang sampah di luar jadwal yang telah ditentukan. Peraturan mengenai jadwal pembuangan sampah ini diatur dalam Peraturan Walikota Pontianak Nomor 48 Tahun 2020 Tentang Jadwal Pembuangan Sampah. Berdasarkan teori George C. Edward III terdapat empat (4) Faktor yang mempengaruhi proses implementasi, yaitu komunikasi, sumber daya, disposisi/sikap pelaksana, dan struktur birokrasi. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Hasil penelitian dilapangan menunjukkan kurangnya ketegasan dari para implementor kebijakan sehingga tidak ada rasa takut bagi masyarakat untuk membuang sampah diluar jadwal yang telah ditetapkan dan juga kurangnya jumlah petugas penjaga TPS yang ada dilapangan sehingga masih sering terjadi kekosongan penjaga yang membuat masyarakat tidak takut membuang sampah diluar jadwal Kata Kunci : Implementasi, Kebijakan, Jadwal Pembuangan Sampah. The problem in this study is the low level of public awareness in responding to the rules regarding the waste disposal schedule. This condition was proofed by the existence of piles of garbage outside the temporary disposal sites (TPS). There were also people who dispose the waste outside the predetermined schedule. This regulation regarding the waste disposal schedule is regulated in the Pontianak Mayor Regulation Number 48 of 2020 on the Waste Disposal Schedule. Based on the theory of George C. Edward III, there are four (4) factors influencing the implementation process, such as communication, resources, disposition/ attitude of implementers, and bureaucratic structure. The research method used is a qualitative researchmethod. The results of this research, taken directly from the field, showed that there was a lack of firmness from policy implementers so that there was no fear for the community to dispose the waste outside the predetermined schedule and also the lack of a number of TPS guard officers in the field so that there were still frequent vacancies of guards causing people not afraid to put the garbage outside the schedule. Suggestions from researcher, especially to the Pontianak City Environmental Service, are the need for additional TPS guard officers so that the rules can be implemented optimally, and the use of media as a tool of communication to the community in socializing the process so that people can understand the existed rules.
