Abstract

Implementasi merupakan suatu proses pelaksanaan kebijakan yang dilaksanakan oleh para implementor untuk mencapai tujuan yang telah ditetapkan. Dalam upaya memajukan dan mensejahterakan masyarakat, pendidikan merupakan aspek yang sangat penting dalam kehidupan. Dengan mendapatkan pendidikan yang layak masyarakat dapat mengubah kehidupannya kearah yang lebih baik. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Implementasi Program Kartu Indonesia Pintar di Sekolah Dasar Negeri 08 Pontianak Utara. Metode penelitian yang digunakan adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan teori implementasi kebijakan menurut Van Meter dan Van Horn, terdiri dari enam indikator yaitu standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi, lingkungan ekonomi,sosial, dan politik. Hasil dari penelitian ini adalah dalam implementasi program kartu Indonesia pintar belum berjalan dengan optimal. Faktor-faktor yang menyebabkan belum optimalnya implementasi program kartu Indonesia pintar diantaranya belum tepatnya sasaran program, terjadinya kesalahpahaman antar orang tua dan pihak sekolah terkait pencairan dana yang dibagi menjadi beberapa tahap, penyalahgunaan dana bantuan oleh orang tua siswa, dan tidak pernah dilakukan sosialisasi pihak sekolah terhadap orang tua siswa. Berdasarkan hal tersebut, diharapkan koordinasi dan sosialisasi dari sekolah dapat ditingkatkan lagi agar program dapat berjalan dengan oprimal dan tepat pada sasaran Implementation is a process of implementing policies carried out by implementers to achieve the objectives that have been set. In an effort to advance and prosper the society, education is a very important aspect of life. By getting a proper education, people can change their lives for the better. This study aims to describe and analyze the Implementation of the Smart Indonesia Card Program at the State Elementary School 08 of North Pontianak. The research method used was descriptive research with a qualitative approach. This study used the theory of policy implementation proposed by Van Meter and Van Horn, which consists of six indicators, namely policy standards and objectives, resources, characteristics of implementing agentcies, communication between organizations, the economic, social, and political environment. The results of this research show that the implementation of the Smart Indonesia Card program has not run optimally. The factors that cause the implementation of the smart Indonesia card program to be less optimal include the lack of proper targeting of the program, the occurrence of misunderstanding between parents and the school regarding the disbursement of funds which are divided into several stages, misuse of aid funds by the students’ parents, and lack of socialization by the school to the students’ parents. Based on thse findings, it is hoped that coordination and socialization from schools can be improved so that the program can run optimally and right on target.
