Abstract

ABSTRAK Penelitian ini dimaksudkan untuk mendeskripsikan apa yang menyebabkan belum belum berhasilnya implementasi program kebijakan imunisasi dasar lengkap di wilayah kerja Puskesmas Sungai Ambawang, Kabupaten Kubu Raya. Jenis penelitian yang digunakan dalam penelitian ini adalah eksploratif. Penelitian ini menggunakan teori implementasi Kebijakan yang di kemukakan oleh Edward III, yang terdiri dari empat indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa yang menyebabkan tidak berhasilnya implementasi program kebijakan imunisasi dasar lengkap di wilayah kerja Puskesmas Sungai Ambawang, antara lain: 1) Komunikasi ditunjukkan dengan kemungkinan terjadinya miskomunikasi antara petugas imunisasi dengan masyarakat khususnya ibu hamil sejak awal kehamilan; 2) Sumber daya ditunjukkan kepada petugas pelaksana di puskesmas yang hanya ada 1 orang penanggung jawab esensial, anggaran desa yang kurang untuk membiayai pelaksanaan program imunisasi dasar lengkap; 3) Disposisi berupa kecenderungan, keinginan, dan kemauan dalam keterlibatan aparatur desa yang rendah mengakibatkan kurangnya respon masyarakat terhadap kebijakan program imunisasi dasar lengkap di wilayah kerja puskesmas; 4) Struktur Birokrasi tunjukkan dengan adanya pembagian wewenang antara pelaksana dan penanggung jawab pelaksanaan, yang dipegang wasor atau pengawas supervisor untuk menentukan jadwal, pembentukan tim, dan mengawal program imunisasi. Kata Kunci: Implementasi, Program, Imunisasi Dasar Lengkap. This study aimed to describe what caused the implementation of the complete basic immunization program policy to be unsuccessful in the working area of Sungai Ambawang Public Health Center, Kubu Raya Regency. This study used the exploratory research design. This study also used Edward III’s policy implementation theory which consisted of four indicators, namely communication, resources, disposition, and bureaucratic structure. The results of this study showed that the causes of the unsuccessful implementation of the complete basic immunization program policy in the working area of the Sungai Ambawang Health Center were: 1) The communication was indicated by the possibility of miscommunication between immunization officers and the community, especially pregnant women from the beginning of pregnancy; 2) The resources were shown by the implementing officers at the puskesmas which there was only 1 person in charge of essential and insufficient village budget to finance the implementation of the complete basic immunization program; 3) The disposition was in the form of the village officials’ tendency, desire, and willingness in the involvement which was low resulting in a lack of community response to the complete basic immunization program policy in the working area of the Public Health Center; 4) The bureaucratic structure was indicated by the division of authority between the implementer and the person in charge of implementation, which was held by the Deputy Supervisor or Supervisory Supervisor to determine the schedule, form a team, and oversee the immunization program.
