Abstract

Penelitian ini dimaksudkan untuk menganalisis dan mendeskripsikan pelaksanaan pengelolaan sampah di Kota Pontianak. Jenis penelitian yang digunakan adalah deskriptif dengan menggunakan metode kualitatif. Penelitian ini menggunakan teori implementasi kebijakan yang dikemukakan oleh Charles O. Jones dengan tiga indikator yaitu organisasi, interpretasi, dan penerapan. Hasil penelitian menunjukkan bahwa organisasi pelaksana program pengelolaan sampah di Kota Pontianak sudah terstruktur dan terlaksana dengan baik. Setiap lapisan struktur organisasi mempunyai tugas dan wewenang yang diatur berdasarkan Peraturan Daerah Kota Pontianak Nomor 11 Tahun 2008 tentang Pembentukan Organisasi Perangkat Daerah Kota Pontianak. Dinas Lingkungan Hidup Kota Pontianak juga membawahi UPT TPA dan pengelolaan sampah di kawasan Batu Layang untuk mengelola pengangkutan, pengolahan, dan pembuangan sampah. Sehingga struktur organisasi di lingkungan Dinas Lingkungan Hidup Kota Pontianak telah terbentuk secara struktural, menjalankan tugas pokok dan fungsinya sesuai dengan peraturan yang berlaku, dan bertanggung jawab kepada Pemerintah Daerah Kota Pontianak dalam masalah sampah. Dua pihak memaknai pelaksanaan program pengelolaan sampah di Kota Pontianak, pertama dari internal organisasi dengan mengadakan rapat tertutup dengan memahami tugas pokok dan fungsi masing-masing staf sesuai jabatan yang dijabat. Pelaksanaan program pengelolaan sampah di Kota Pontianak dilakukan dengan memberikan informasi yang tegas kepada masyarakat agar mematuhi aturan sesuai Peraturan Daerah Kota Pontianak Nomor 3 Tahun 2004 tentang Ketertiban Umum. Peraturan tersebut mengatur bahwa masyarakat harus mematuhi aturan-aturan yang ada dalam pengelolaan sampah, seperti standar biaya, waktu pembuangan sampah, kewajiban menjaga kebersihan lingkungan, dan mengelola sampah rumah tangga dengan baik tanpa merusak lingkungan dan mengganggu orang lain. Kata Kunci: Implementasi, Pengelolaan, Sampah This study aimed to analyze the process of waste management in Pontianak City. This study used a qualitative approach with a descriptive research design. The techniques of data collection were observation, interview, and documentation. This study used O. Jones’s theory which consisted of three indicators, namely organization, interpretation, and application. The results showed that the organization in implementing the waste management program in Pontianak City had been well structured and implemented. Each layer of the organizational structure had duties and authorities which were based on the Regional Regulation of Pontianak City Number 11 of 2008 on the Establishment of Pontianak City Regional Apparatus Organizations. The results also showed interpretation in the implementation of the waste management program in Pontianak City; first from the internal organization by holding closed meetings by providing an understanding of the main duties and functions of each staff in accordance with the position held and second from the community side by providing socialization related to the waste management program which provided regarding the schedule of waste transportation, as well as the waste management process that could be carried out at the Waste Bank in Pontianak City with a total of 20 branches and the TPA located in Batu Layang. Lastly, the results showed that the application in the implementation of the waste management program in Pontianak City was carried out by providing firm information to the public in order to comply with the rules according to the Pontianak City Regional Regulation Number 3 of 2004 on the Public Order. The regulation stipulated that the community must comply with the existing rules in waste management, such as standard fees, waste disposal time, the obligation to maintain environmental cleanliness, and managed household waste properly without damaging the environment and disturbing others.
